Justification & Alternatives:

In alignment with the County’s policy on non-voted commercial paper, we are requesting an allocation of $1,135,000.00 in FY26 for the acquisition of vehicles and equipment. With Precinct 4’s expansion to 62 parks-an increase of seven additional sites-there is a corresponding and sustained rise in operational demands. Our current equipment inventory is no longer sufficient to support the level of maintenance required across this growing portfolio, limiting our ability to maintain service standards and respond efficiently to day-to-day needs.

The acquisition of new vehicles and equipment is critical to improving operational efficiency and reducing reliance on aging assets that require frequent repairs and downtime. Modernizing the fleet will enable staff to perform maintenance tasks more effectively, ensure consistent upkeep across all park locations, and strengthen our capacity to support community needs, including emergency response operations when required.

Additionally, as major capital projects such as Burnett Bayland Phase I near completion, the department will assume responsibility for maintaining newly developed landscapes, amenities, and infrastructure. These enhanced assets will require ongoing care and specialized equipment to preserve their quality and intended use, further increasing the need for expanded operational resources.

This request also includes the acquisition of a drone to support GIS mapping, planning, and construction tracking efforts. The use of drone technology will enhance our ability to monitor site conditions, document project progress, improve data accuracy, and support more informed decision-making across planning and operations.

Overall, this investment is necessary to align resources with system growth, maintain service levels, and ensure the long-term sustainability and functionality of Precinct 4 parks.
