Background and Discussion:

No County funds are required; all funding will be provided directly by the Greater Southeast Management District.

The Greater Southeast Management District has received $200,000 in additional funding dedicated to crime prevention and public safety initiatives within the District. The District currently receives public-safety support from three primary components:
• Houston Police Department - South Central Division
• Harris County Constable Precinct 7
• Greater Southeast Management District Enhanced Public Safety Program

Instead of deploying separate or duplicative initiatives, the District proposes a coordinated strategy, the 2026 Collaborative Public Safety Initiative to maximize the strengths and capabilities of each resource.

The initiative focuses on:
• Visible deterrence and crime prevention
• Nightlife safety and quality-of-life enforcement
• Business and community engagement
• Targeted enforcement based on crime data and intelligence

Supplemental resources will be deployed using objective metrics such as crime statistics, calls-for-service patterns, geographic/temporal crime trends, public-safety complaints, and law-enforcement intelligence.

Proposed Funding Allocation:
• HPD South Central Division - Up to $130,000
• Harris County Constable Precinct 7 - Up to $50,000
• Enhanced Public Safety Program - Up to $20,000

Precinct 7 will provide supplemental marked patrol, corridor visibility, traffic enforcement, and additional law-enforcement presence. These operations will complement and not duplicate South Central Division and EPS deployments. Funding authorization will be subject to the existing interlocal agreement and applicable requirements.

The initiative will run from September 1, 2026, through December 31, 2026, with flexibility to carry forward unused funds if conditions do not justify full expenditure.

 

 

Expected Impact:

The Collaborative Public Safety Initiative establishes a unified framework for deploying supplemental public-safety resources within the Greater Southeast Management District.

 

The initiative aims to:
• Maintain reductions in violent and property crime
• Increase visible law-enforcement presence
• Deter criminal activity before it occurs
• Address nightlife-related and quality-of-life concerns
• Improve response to traffic and reckless-driving issues
• Strengthen engagement with businesses and the community
