Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the United States Department of Transportation (USDOT) for grant funds in the amount of $5,000,000, with no required match, for the FY 2025 Better Utilizing Investments to Leverage Development (BUILD) Grant Program (East Side Rail Crossing Improvement Study, Precinct 2).
end
Background and Discussion:
The Precinct 2 East Side Rail Crossing Improvement Study aims to enhance rail crossing safety while addressing key criteria such as safety, environmental sustainability, quality of life, mobility, community connectivity, economic competitiveness, state of good repair, collaboration, and innovation. The application requests $5,000,000 in federal funding, allocating $2,500,000 for the planning phase of each project location-Broadway Blvd. Rail Crossing and Market Street Rail Crossing. Since these study areas are located in regions of persistent poverty, no local match should be required for the planning phase.
Expected Impact:
The project is expected to conduct planning to improve rail crossing safety not only at the two study locations but also at other crossings nearby in Harris County Precinct 2.
Alternative Options:
To not apply for the FY 2025 BUILD Grant and pursue the proposed project with local funding.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
