Project Description:
The Precinct 4 Fonteno Center Hardware project aims to install a multi-functional command center for Precinct 4 staff that can support disaster response operations while maintaining its role as a community programming space throughout the year. The upgraded room will feature modern AV technology, including multiple screens with diverse inputs for displaying news, dashboards, weather radars, and press conferences, as well as enhanced hybrid meeting capabilities. All existing functionality-such as microphones, speakers, music playback, and constituent-use programming-will be preserved and improved. The project also includes installing five docking stations in the adjacent room to support staff during emergency operations. Additionally, secure charging lockers will be installed at each community center, allowing staff to charge devices during power outages or disasters safely.

Justification & Alternatives:
This project is essential to strengthening Harris County Precinct 4’s operational resilience during emergencies while maximizing the year-round value of existing community spaces. By transforming the Discovery Room at Fonteno SEC into a functional command center, we ensure that critical staff have a reliable, generator-powered location to coordinate responses, access live information feeds, and host hybrid meetings during disasters. Upgrading outdated technology improves constituent programming quality while enabling rapid disaster readiness without compromising day-to-day use. Additionally, the installation of secure charging lockers at each community center provides frontline staff with safe, reliable access to power during outages, allowing centers to serve as trusted hubs for continuity of operations. The enhancements support both emergency preparedness and long-term community engagement, making this a smart, mission-aligned investment for the county.
No alternative can provide comparable benefits or reliability. If this project does not receive funding, several lower-cost alternatives may be considered to maintain a degree of disaster readiness and programming support. One option is a minimal upgrade approach that focuses only on replacing outdated projectors and installing limited hybrid meeting capabilities, though this would fall short of the multi-screen, multi-input flexibility required during emergencies. Another alternative is the use of temporary, portable AV equipment that can be deployed in the Discovery Room during disasters, but this introduces logistical challenges and reduces operational reliability. Precinct 4 could also consider designating a different facility as a centralized command center; however, this may limit local responsiveness for the Fonteno area. A virtual command structure, relying solely on remote coordination via Teams or Zoom, could reduce costs but would be vulnerable to power or internet outages.
