Background and Discussion:

Harris County Precinct 4 seeks to enter into a Memorandum of Understanding with Prairie View A&M University, a historically Black land-grant institution and member of the Texas A&M University System, to deliver free educational programming and workshops at Precinct 4 community centers. Through this partnership, Prairie View A&M will provide expertise and resources in areas such as health education, civic engagement, and community development to support Precinct 4’s commitment to equitable access to learning opportunities. The MOU establishes roles, responsibilities, and coordination procedures at no cost to the County.

Expected Impact:

This collaboration leverages Prairie View A&M’s longstanding mission to serve underrepresented communities through outreach, research, and education. By hosting programs in neighborhood-based facilities, the partnership will expand access to high-quality educational experiences, support community capacity building, and strengthen civic and health literacy across the precinct. The initiative will also deepen institutional ties between local government and higher education partners without creating additional fiscal obligations for the County.
