Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Grant Award for debris removal funding assistance under the Emergency Watershed Protection (EWP) Program. Hurricane Beryl (DR4798) impacted the state of Texas July 5 through July 9, 2024, and President Biden signed a disaster declaration July 9, 2024.

Disaster recovery work was initiated through FEMA Public Assistance grant in 2024. This NRCS grant is expected to fund all remaining debris removal that was not covered by FEMA Public Assistance.

The Flood Control District is now working with the National Resource Conservation Service - Emergency Watershed Protection (NRCS-EWP) program officials which focuses on addressing watershed impairments caused by natural disasters, such as debris-clogged waterways, unstable streambanks, and severe erosion. This grant is expected to fund remaining debris removal in the Spring Creek Watershed following the work completed in 2024 and 2025, funded by FEMA.

Expected Impact:

The EWP program is an eligible funding source to compensate the Flood Control District for debris removal costs. The program will fund removal of remaining debris from the streambanks and shorelines along Spring Creek that, if left undone, pose a risk to life and/or property.

The Flood Control District will utilize its resources and applicable consultants during this project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative would be not to accept this grant award. The Flood Control District would need to utilize a different funding source to pay for this project.
