Background and Discussion:

The purpose of the Preliminary Engineering Report (PER) was to provide an engineering option to reduce the risk of structural flooding associated with development along the Bens Branch channel and provide additional capacity for future local drainage improvements with the Kingwood Diversion Ditch and Bens Branch sub-watersheds.

Expected Impact:

The acceptance of this PER will allow the Flood Control District to continue to work toward achieving the overall benefit of this project which is to reduce flood risks for the Kingwood Area which has experienced several structural flooding events.

Alternative Options:

The alternative to approving this item would be not approving this Preliminary Engineering Report, which would result in the Flood Control District not proceeding with the final design of this project and flood risk in the area would remain the same.
