Background and Discussion:

The Cedar Bayou Park East and West Subdivision Drainage Improvements project site consists of subdivision drainage improvements and stormwater detention basin located south of IH 10 from Sjolander Road to Bayou Boulevard, in east Harris County, discharging into HCFCD Channels Q113-00-00 and Q114-00-00. Major work activities include approximately 25,300 linear feet of reinforced concrete storm sewer consisting of various reinforced concrete pipe sizes, reinforced concrete box sizes, inlets, manholes, junction boxes, culvert headwall/wingwall structures, removal and reconstruction of existing driveways and proposed detention pond.

 

The change in contract includes the following:

 

Quantity Adjustment: The line items are adjusted to reconcile underrun quantities on the project for completion of the proposed scope of work.

 

                     The decrease of quantities on underrun line item numbers 002, 003, 004, 005, 007, 008, 009, 010, 012, 013, 014, 015, 016, 017, 018, 019, 020, 021, 022, 023, 024, 026, 027, 029, 030, 031, 033, 034, 036, 037, 040, 044, 045, 046, 047, 048, 049, 050, 051, 052, 053, 054, 055, 056, 057, 058, 059, 060, 061, 062,  063, 064, 065, 066, 067, 068, 070, 072, 073, 074, 075, 077, 078, 080, 081, 083, 084, 085, 086, 087, 088, 089, 090, 091, 092, 094, 095, 097, 098, 099, 100, 101, 102, 103, 104, 105,  106, 107, 108, 109, 110, 111, 112, 113, 114, 115, 116, 117, 118, 119, 120, 121, 122, 123, 124, 125, 126, 127, 128, 129, 135, 136, 140, and 141 for a deduction in the amount of $7,624,308.87.

 

The above deductions result in a net reduction in the amount of $7,624,308.87 and 0 calendar days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Cedar Bayou Park East and West Subdivision.

 

Alternative Options:

The County could elect to not deduct funds from the contract or chose to reject the deduction.  However, if not approved, the new contractor, Precise Services Inc., will not be able to complete the remaining scope of work.
