Request Summary (Agenda Caption):
title
Request by the Flood Control District for approval to submit an application to the Texas Division of Emergency Management for grant funds in the amount of $787,500, with a required match of $262,500, for the Hazard Mitigation Grant Program DR-4798 (Beckford West Project Scoping-Brays Bayou Watershed, Bond ID Z-06, Precinct 4).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Hazard Mitigation Grant Program (HMGP) to fund project scoping for the Beckford West Drainage Improvements in the Brays Bayou Watershed. HMGP funding is available because of the DR-4798 Hurricane Beryl disaster. The proposed project will include preliminary engineering to scope flood risk reduction projects in this neighborhood with a history of structural flooding and FEMA claims.
Expected Impact:
The proposed Beckford West project will involve project scoping to further reduce flood risk in this area of historical structural flooding. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
