Background and Discussion:

Burnett Bayland Park is in Harris County Precinct 4 at the intersection of Gulfton Street and Chimney Rock Road. The approximately 40-acre park is bounded by Gulfton Street to the north, Chimney Rock Road to the east, Alder Drive to the west, and additional parkland to the south. Existing amenities include a skate park, walking trails, community center, playgrounds, and basketball courts.  The proposed improvements will enhance the park’s functionality and community appeal by adding an inclusive playground, detention basin, event lawn, multi-purpose courts, soccer fields, gaming and seating areas, rain gardens, restrooms, and pavilions.  This change order includes the addition of new items to the contract. These modifications result in a net increase of $10,758.34, ensuring the project is completed in accordance with the original design intent.

PCO #6 - Relocation of 4-Inch Sanitary Sewer (RFI-20)                                       Amount: $8,113.32

During tree mitigation activities, the contractor encountered several conflicts that must be resolved before Tree #67 can be transplanted. These include the removal of a 14' x 15' concrete slab required for ramp construction and arbor lift pipe installation, relocation of an existing bench pad approximately five (5) feet away from the tree, and conflicts with an existing concrete-encased electrical conduit supplying power to the skate park. Additionally, an existing 4-inch sanitary sewer line located beneath the conduit requires adjustment. These modifications are necessary to facilitate the safe and successful relocation of Tree #67.

New Bid Item

•                     Bid Item #1151 - Relocation of 4-Inch Sanitary Sewer: 1 LS @ $8,113.32 = $8,113.32

PCO #18 - Tire Stops at Parking Area (RFI-45)                                                      Amount: $2,645.02

This change provides for the furnishing and installation of seven (7) tire stops within the center parking area parallel to the soccer field. The tire stops will enhance safety by preventing vehicles from rolling beyond designated parking spaces and protecting pedestrians, adjacent infrastructure, and nearby facilities. The submitted cost proposal has been reviewed and approved by the Precinct.

New Bid Item

•                     Bid Item #166 - Furnish and Install Tire Stops: 7 EA @ $377.86/EA = $2,645.02

Total Value of PCO #6 and PCO #8: $10,758.34.

Expected Impact:

The proposed reconstruction of the park will transform Burnett Bayland Park into a more inviting, functional, and resilient space that encourages community interaction and provides lasting benefits to the surrounding neighborhood within Harris County.  This change allows for the addition of bid items to the contract, ensuring the project is completed in alignment with the original design intent and complies with Precinct requirements.

Alternative Options:

The County may approve or deny the requested funding. Without approval, the project may not be able to accommodate the necessary adjustments or additions, which could result in incomplete or non-compliant construction, potential delays, and reduced functionality and usability of the park for the community.
