Background and Discussion:

Tom Bass Regional Park (Precinct 1) is located adjacent to the Morningside Place Subdivision, an area that has experienced persistent flooding of homes and streets during moderate to heavy rain events. The proposed project envisions reimagining approximately 85 acres of the park as a dual-purpose flood infrastructure and recreational asset. Key components under evaluation include rerouting stormwater runoff from Morningside Place into an engineered wetland for water quality and detention benefits, terraced/dual-use soccer fields that provide overflow detention validated up to the 100-year and 500-year storm events, and placemaking elements such as boardwalks, trails, viewing platforms, and public art.

 

Expected Impact:

The joint funding structure will facilitate more efficient and cost-effective governmental services. This project is another example of how Harris County and the Flood Control District leverage resources to maximize flood risk reduction benefits in Harris County.

 

Alternative Options:

If this Joint Funding Structure is not approved, Harris County Engineering and Harris County Commissioner Precinct 1 will be required to seek additional funding sources to complete the project.
