Background and Discussion:

The Center for Health Care Data (CHCD) at UTHealth Houston School of Public Health was appointed the administrator of the Texas All Payor Claims Database (TX-APCD) in 2021 by the Texas legislature. The stated purpose of the TX-APCD is to increase transparency of health care costs, utilization, and access and to improve the affordability, availability, and quality of health care in Texas. Due to this designation, the CHCD is permitted to use Texas Medicaid data for TX-APCD-approved uses from 2019 on. Additionally, the CHCD was granted the status of a state agency by the Center for Medicare and Medicaid (CMS) to receive Texas Medicare Fee for Service data, also to use under the terms of the TX-APCD legislation. The complete TX- APCD is estimated to contain claims and demographic data on over 80% of insured persons in the state and is comprised of adjudicated claims from January 1, 2019 to the present. Since the TX-APCD is still under development, the CHCD is the only entity with the ability to access the data at this time.

 

For this project, the CHCD will collaborate with the Harris County Office of Epidemiology Surveillance and Emerging Disease by analyzing Texas Medicaid, Texas Medicare Fee for Service claims, and commercial claims data to identify the prevalence of specific chronic conditions from 2019 - 2023.

For this project, the CHCD will analyze the Texas All-Payor Claims Database (TX-APCD) to identify:

• Chronic disease diagnoses

• Treatment procedures

• Utilization

• Dental standards of care

• Immunization
