Background and Discussion:

The Housing and Urban Development Grant (HUD) Office of Lead Hazard Control and Healthy Homes (OLHCHH) and the Housing and Community Development (HCD) primary objective for the Lead-Based Paint Abatement Program is the development of viable urban communities by providing the following, principally for persons of low and moderate income: lead-safe and healthy housing; a suitable living environment; and expanded economic opportunities. The funds can be used for qualifying activities including acquisition, construction, and social services.

Expected Impact:

The expected long-range impact is to make Harris County homes lead-safe and provide healthy housing for a suitable living environment, developing viable urban communities primarily for low to moderate income, and expanded economic opportunities; and removal of unsafe structures that are public safety and health risks within the community.

Alternative Options:

None. This process is required by the Harris County Auditor’s Office prior to receiving grant funds. Approval ensures uninterrupted staffing to support grant activities.
