title

Request by the Flood Control District for approval to submit an application to the U.S. Environmental Protection Agency for grant funds in the amount of $959,752, with a required match of $239,938, for the FY 2024 Clean Water State and Tribal Assistance Grant Program (Keegans Bayou Drainage Improvements in Brays Bayou Watershed, Bond ID F-07, Project ID D518-03-00-E001, Precinct 4).

Background and Discussion:

It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2024 Clean Water STAG (Congressionally Directed) Grant Program to fund the construction of the Keegans Bayou Drainage Improvements near Old Richmond Road Project (D518-03-00-E001) in the Brays Bayou Watershed. The proposed D518-03-00-E001 Keegans Bayou Drainage Improvements near Old Richmond Road project will further reduce flood risk in the Brays Bayou Watershed.  The Flood Control District plans to source the required local cash match ($239,938) from the Bond Program. Federal appropriations funding for this award was secured by Representative Lizzie Fletcher, Texas Congressional District 7.

Expected Impact:

The proposed Keegans Bayou Drainage Improvements project will further reduce flood risk in the Brays Bayou Watershed. The Flood Control District expects that this overall project will reduce the Atlas-14 100-year floodplain by approximately 300 acres, removing up to approximately 550 structures from the floodplain and, removing up to approximately 4 miles of roadway from the floodplain.

The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
