Background and Discussion:

On September 18, 2025, Harris County Commissioners Court approved Master Agreements between

Harris County and:

•                     Family Endeavors, Inc./Endeavors Emergency Service Grant for the provision of rapid re-housing case management, housing search and placement, application fees and/or security/utility deposits, and medium-term rental assistance to eligible homeless households using $313,382 in PY2025 ESG funds;

•                     SEARCH Homeless Services/SEARCH Rapid Re-Housing (RRH) for the provision of rapid re-housing housing search and placement, housing stability case management, and financial assistance to eligible homeless persons using $232,303 in PY2025 ESG funds;

•                     Beacon of Downtown Houston/Shelter Operations for the provision of essential services such as meals, showers and laundry to eligible homeless individuals using $119,945 in PY2025 ESG funds;

•                     Covenant House Texas/Street Outreach Program for Homeless Youth/Young Adults for the provision of street outreach services to eligible homeless youth/young adults using $50,000 in PY2025 ESG funds;

•                     HTX H.O.P.E. Haven/Street Outreach for the provision of street outreach to eligible homeless persons using $165,906 in PY2025 ESG funds;

•                     The Salvation Army/Jones Family Residence - Emergency Shelter for the provision of emergency shelter and supportive services to eligible homeless persons using $105,244 in PY2025 ESG funds;

•                     Houston Area Women’s Center/Emergency Shelter for Survivors for the provision of emergency shelter bed days to eligible homeless persons fleeing or attempting to flee domestic and/or sexual violence using $75,000 in PY2025 ESG funds.

On December 11, 2025, March 19, 2026, and April 16, 2026, Harris County Commissioners Court approved the First and Second Agreement Amendments to revise various provisions for the following ESG projects:

•                     Family Endeavors, Inc./Endeavors Emergency Service Grant;

•                     SEARCH Homeless Services/SEARCH Rapid Re-Housing (RRH);

•                     HTX H.O.P.E. Haven/Street Outreach; and

•                     The Salvation Army/Jones Family Residence - Emergency Shelter

The requested Agreement Amendments will replace PY2025 ESG funds with a total of $264,476.19 in unexpended PY2024 ESG funds for the following ESG projects:

•                     Covenant House Texas/Street Outreach Program - replace $17,630.13

•                     HTX H.O.P.E. Haven/Street Outreach - replace $88,629.79

•                     The Salvation Army/Jones Family Residence - replace $57,207.75

Expected Impact:

There is no additional fiscal impact to the County. The $264,476.19 in PY2024 ESG funds consists of unexpended funding, and the $29,556.63 is available from HCD’s unallocated PY2025 ESG funds.
