Background and Discussion:
On February 21, 2023, the County and Subrecipient entered into an Agreement (the “Agreement”) for a term commencing on February 21, 2023 and ending on February 20, 2024 (“Initial Term”), wherein Subrecipient agreed to create apprenticeship programs in the County, expand the number of apprenticeships that existing programs can support, and expand the number of industries in which apprenticeship programs are found under Apprenticeship Advantage, a program designed to create and expand Department of Labor registered apprenticeship programs and support services in traditional and high-grown emerging industries within the County in response to the COVID-19 pandemic (the “Services”).
On October 29, 2024, the County and Subrecipient amended the Agreement for the first time (the “First Amendment”) for the purpose of renewing the Agreement for an additional term, updating the budget in the Best and Final Offer (Exhibit B) for the purpose of such additional term, and updating the Federal Award Identification Table (Exhibit E) for the purpose of such additional term.
On May 25, 2025, the County and Subrecipient amended the Agreement for the second time (the “Second Amendment”) for the purpose of updating the budget in the Best and Final Offer (Exhibit B).
The County and Subrecipient now seek to amend the Agreement for the third time to update the budget in the Best and Final Offer (Exhibit B), increase it by $500,000, and change the contract end date to September
30, 2027.
Expected Impact:
The intended goals of the programs include:
• Expand apprenticeship and pre-apprenticeship opportunities in high-demand and/or growth
• industries and create new apprenticeship opportunities in high-growth emerging industries in
• Harris County with individual coaching and a pipeline to open employment opportunities.
• Incentivize the placement of workers in quality jobs with employee health benefits.
• Provide wraparound support and financial resources to eligible residents experiencing unemployment and underemployment in order to help with the successful completion of programs and transition to work.
This funding for the program will come from the State & Local Fiscal Recovery Funds under the
American Rescue Plan Act (ARPA), due to budget reallocation, and no increase will occur to DEEO’s general fund budget.
Alternative Options:
Not funding the program will result in Harris County not using available ARPA funds to create and expand apprenticeship and pre-apprenticeship opportunities in high-growth, high-demand areas and emerging industries for Harris County residents to gain employment and increase their wages.
