Background and Discussion:

The Harris County Resources for Children and Adults Department requests approval of second rate pay for three TRIAD-CST Crisis Case Manager, two Family Navigator Case Manager assigned to the TRIAD Home Safe Program to ensure continuity of operations during the holiday period.

The TRIAD-CST Crisis Case Manager are assigned to the CST Hotline answer calls, screen for TRIAD program eligibility, dispatch advocates, and coordinate with law enforcement, DFPS, and Juvenile Probation to ensure immediate services and placement for surviving youth. They document all contacts, manage case handoffs to the Multi-Disciplinary Team, and organize Rapid Response Team meetings. These duties require extended hours and responsibilities beyond the regular classification, justifying second rate pay.

The Family Navigator provides emotional support, resources, and emergency assistance to families and caregivers of sex trafficking survivors (ages 10-19). They respond quickly to hotline calls, travel to hospitals or secure scenes, and assist first responders, advocates, and law enforcement with immediate placement and crisis coordination. They maintain ongoing engagement with families, connecting them to services such as counseling, treatment programs, support groups, housing, and job skills training. Additionally, they participate in Rapid Response Team and Multi-Disciplinary Team meetings, complete required crisis intervention and program training, and engage in regular supervision. These responsibilities exceed their regular classification, justifying second rate pay.
