Background and Discussion:

ACCESS Harris is a coordinated care initiative within the American Rescue Plan Act portfolio. On July 20, 2021, Commissioners Court unanimously voted to establish the ACCESS Harris initiative, and on November 9, 2021, Commissioners Court approved the funding requested to go forth and implement ACCESS Harris. The court also gave permission to solicit bids for a transformative and enabling technology solution that would operationalize ACCESS Harris’ work in the community. Using federally recognized procurement guidelines and with the Harris County Purchasing Department, the ACCESS Harris team conducted a Request for Proposals to select the optimal vendor to provide the enabling technology solution required to put ACCESS into motion. This proposed enabling technology solution is funded by the American Rescue Plan Act (ARPA) and has been reviewed and approved by the ARPA budget steering committee.

Expected Impact:

This enabling technology solution will operationalize the work of ACCESS Harris, assembling the sensitive and siloed client records from each participating safety net department into a single-source master client index. This solution allows members of coordinated care teams from different safety-net service departments to access the complete picture of a participant’s health. This solution will also enable the ACCESS Harris participants to reach out to Harris County through a single channel, “no wrong door approach,” and empower them to access a complete portfolio of safety net services across Harris County. The continuation of the ACCESS Harris program will build upon and maintain the foundation by continued collaboration between IBM and Harris County that will introduce additional key features and components including but not limited to the following to serve Harris County and its participants: • Benefits resource repository • Provider portal service provider repository • Client and Provider portal • Appointment times and messaging reminders for ACCESS participants.

Alternative Options:

Alternative options would include not funding this request, which would halt the work and progress made thus far towards ACCESS Harris and the coordinated care portfolio of the American Rescue Plan Act.
