Background and Discussion:

Harris County Sheriff’s Office Flood Rescue Group is located at 1731 Hugh Road, approximately 1.5 miles north of Sam Houston Tollway. This project’s scope is to deliver an indoor swift water rescue training facility to support local and regional first responders. More lives are lost each year due to floods and drownings than any other single act of nature. In the United States, Texas leads all other states in the number of annual deaths related to floods/drowning. Of the 254 Texas counties, Harris County leads Texas in the number of annual flood/drowning deaths. The use of these vehicles as training aids will support Harris County and regional partners of first responders to train together against these odds faced locally with vehicles entering waterborne environments while occupied.

Expected Impact:

The implementation of the repurposed conversion of one (1) vehicle unit for training as a prop is an effective measure to reduce financial and logistical processes for the county that will replace the search for other equipment to be sourced or constructed at higher costs. The impact of this one (1) resource will enable first responders to train scenarios presented during rescue responses to this environment.

Alternative Options:

An alternative option would be to either purchase or have donated through other sourcing options leaving an unknown or negative impacting result of resources being made available for our training curriculum with this tank. The lack of this prop reduces the objectives that are in the curriculum currently being trained to and within the scope of the training tank that has been approved for design and construction for the HCSO Flood Rescue Group.
