Request Summary (Agenda Caption):

title

Request for approval of two positions, and to update the fund code for two positions to support the Financial and Business Services Division, effective June 28, 2025.

end

Background and Discussion:

This request is for approval to update the fund code for two (2) Case Manager II positions currently assigned to Adult Services, transitioning them from the General Fund (Fund 1000) to the Supplemental Guardianship Fund (Fund 2356). This strategic realignment will free up General Fund resources to support the creation of two (2) new Analyst positions within the Office of Financial and Business Services (FABS).

FABS currently lacks dedicated budget staff, leaving critical budgeting functions, including planning, development, monitoring, forecasting, and financial reporting of budget and financial activities, largely unsupported at the division level. These responsibilities have defaulted almost entirely to the department’s Chief Financial Officer (CFO), who is also tasked with a wide range of additional day-to-day responsibilities. This situation is unsustainable, and the increasing volume of technical budget and financial requests from divisions has resulted in the CFO regularly working extensive overtime, including weekends.

Creation of the two Analyst positions will directly address the department’s critical budgetary and financial support needs by:

•                     Providing dedicated financial and budgetary support to the divisions,

•                     Improving the accuracy and timeliness of budget development, monitoring, forecasting, and reporting,

•                     Ensuring compliance with oversight agencies including OMB, the Auditor’s Office, Purchasing, Office of the County Administrator (OCA), OCA-Grants, the County Attorney, and Commissioners Court,

•                     Enhancing support for contracts and related purchase orders, and financial reporting, and

•                     Reducing the current workload burden on the CFO, improving sustainability and efficiency.

The reallocation of the Case Manager II positions to the special revenue fund allows for this critical commitment without increasing the overall staffing levels in the General Fund or the need for additional resources. This realignment supports operational sustainability, strengthens internal controls, and ensures ongoing compliance and efficiency in the department’s financial management functions.

Expected Impact:

The total cost for the two positions will be fully absorbed within the current and future fiscal year General Fund budgets; covered with funding made available by shifting the two Case Manager II positions to Fund 2356.
