Background and Discussion:

Harris County Commissioners Court approved the Harris County Vision Zero Action Plan on September 13, 2022. The Harris County Vision Zero Action Plan has identified corridors and intersections on the High Injury Network to prioritize safety improvement projects. As part of Commissioner Adrian Garcia’s Revive2Thrive initiative, Precinct 2 proposed to conduct a corridor study on W. Mount Houston Road from IH 45 to Airline Drive (0.8 miles) and Airline Drive from W. Mount Houston Road to Canino Road (1.7 miles).

Expected Impact:

The W. Mount Houston Road and Airline Drive corridor study will include extensive public engagement; in depth safety analysis; and concept development of an inclusive, resilient, and safe corridor. The study will provide engineering solutions for improving safety along the corridor and at intersections for all roadway users, including bicyclists and pedestrians, who are the most vulnerable roadway users. The study will also provide preliminary cost estimates for implementing the preferred corridor concept for W. Mount Houston Road and Airline Drive.

Alternative Options:

Roadway improvements on W. Mount Houston Road and Airline Drive will be conducted without a concept developed through community engagement and safety analysis.
