Background and Discussion:
The sub-award is funded through Department of Interior National Park Service 54 U.S.C. 200305 Land and Water Conservation Fund for the period of October 1, 2025, to October 31, 2028. The scope of the Grant Agreement includes making improvements to 48.4 acres at Burnett Bayland Park. The project will: renovate park lighting, utility connections, roadways, landscaping and irrigation; construct a basketball/sport court with covered pavilion, pickleball courts, walking trails and sidewalks, soccer fields, roadways and parking, bridges, and detention and retention ponds; install mobility and recreation lighting, pond fountains, and site amenities; demolish soccer fields, landscaping and trees, and fencing.
The cost for this portion of the Burnett Bayland Park Improvements project is $22,706,000. Harris County Precinct 4’s total match is $11,353,000.
Office of the Commissioner, Precinct 4, requests approval for Harris County to accept the grant for Burnett Bayland Park Improvements in the amount of $11,353,000 for the purpose of improving the park and increasing access to green spaces in the Gulfton area of Harris County.
Expected Impact:
TPWD funds for the Burnett Bayland Park Improvements will not only transform Burnett Bayland Park into a more vibrant and accessible park but also provide more resilience during extreme weather events.
