Background and Discussion:

The Vision Zero Action Plan was approved by Commissioners Court in September 2022 based on crash data from 2014 to 2018.  The Office of the County Engineer (OCE) has been directed to provide a written update Vision Zero Action Plan with the following information: 1. updated crash data, 2. updated high injury network with comprehensive methodology, and 3. an assessment of existing standards policy and guidelines on transportation safety as related to Vision Zero in Harris County, and return August 7, 2025, with a written implementation plan for this requested update.

 

The OCE conducted coordination with all Court Offices and the Office of the County Administration through the Vision Zero Steering Committee on the above item. The OCE developed the attached Vision Zero Implementation Plan in coordination with the Steering Committee.

 

The update of the current crash data and high injury network updates in the Vision Zero Action Plan are anticipated to be completed by December 2025. The crash data will be collected from Texas Department of Transportation’s (TxDOT) Crash Record Information System, and any additional coordination with Harris County’s Sheriff’s Office. Additional coordination will be conducted with Harris County’s Vision Zero Steering Committee, City of Houston, Houston-Galveston Area Council, and TxDOT related to update of crash data and High Injury Network. The crash data will be collected for the years from 2019 through 2024. The update of the Vision Zero Action Plan will be completed by September 2026.

 

A comprehensive review of policies, guidelines, and standards will be conducted in the context of Vision Zero. Court Offices, industry, City of Houston, and other stakeholders will be included in coordination activities, and Geometric Design Guidelines will be updated. The policy review and update of the Geometric Design Guidelines is anticipated to be completed by September 2026.

 

The attached Vision Zero Implementation Plan also includes proposed next steps for the implementation of Vision Zero Action Plan, focusing on 6 E’s, Engineering, Education, Enforcement, Encouragement. Evaluation, and Equity. Vision Zero recommendations will be incorporated into the County Transportation Master Plan that is under development.

 

Expected Impact:

The Vision Zero Action Plan recommends safety improvements to High-Risk corridors to eliminate fatal and serious crashes.  Implementing Vision Zero improvements through a comprehensive and systematic approach can drastically reduce these crashes, making Harris County safer for all modes of travel. The updated data and policy review will enhance and direct Vision Zero efforts to address traffic safety issues.
