Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the grant award funds in the amount of $18,000,000 from Texas legislative action (state Community Directed Funding) to assist with funding for construction of the Hahl North Stormwater Detention Basin and Conveyance Improvements.  TWDB funding efforts were led by Rep. Armando Walle.  This project has also received Community Development Block Grant (CDBG) funding assistance program providing up to $10,428,000 construction of the project.

Flooding is a persistent hazard throughout the Halls Bayou watershed for residents, businesses, and property owners. In 2017 Hurricane Harvey flooded approximate 75 structures, and overall, there are flood related claims for 141 structures in the project benefit area. The Hahl North Detention Basin is approximately 37 acres. The basin will provide approximately 311 acre-feet of additional regional stormwater detention volume to mitigate Halls Bayou mainstem conveyance improvements.

Expected Impact:

This grant will provide funding assistance for the Hahl North Stormwater Detention Basin and Conveyance Improvements through design and construction. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and policy regarding federal grant awards.

Alternative Options:

The alternative would be to not utilize these State Community Directed Funding allocation.  The Flood Control District would need to utilize a different funding source to pay for this construction project.
