Background and Discussion:
On February 22, 2022, Harris County Commissioners Court approved a CDBG-EN funded Agreement in the amount of $1,167,352.00 in Program Year (PY) 2021 funds with Harris County Precinct 3 for the provision of the Sidewalks and Undercrossing Project to provide services that meet the needs of low- and moderate-income individuals and families in Harris County.
On January 31, 2023, Harris County Commissioners Court approved a CDBG-EN funded Assignment, Amendment and Assumption Agreement partially re-assigning the Sidewalks and Undercrossing Project from Harris County Precinct 3 to Harris County Precinct 4. The total grant amount remaining for the Precinct 3 project portion was $379,468.47 in PY 2021 CDBG-EN funds.
The Housing and Community Development Department (HCD) is now requesting Commissioners Court approval of a first amendment to the agreement to update the scope of services to identify the project areas within Precinct 3; and revise the budget to increase the project allocation by $8,321.68 in PY 2019 CDBG-EN funds for construction costs, and add a new line item for reimbursement of Davis Bacon and Related Acts (DBRA) and Section 3 compliance services completed by the Department of Economic Equity and Opportunity (DEEO).
Expected Impact:
The total Precinct 3 project allocation will now increase from $379,468.47 to $387,790.15 in CDBG-EN funds. The total project budget for C2021-026 and C2022-006k Sidewalk and Undercrossing Project for both Precinct 3 and Precinct 4 is now $2,603,603.17 in CDBG-EN funds.
Alternative Options:
If the amendment is not approved, then the low- and moderate-income households in the project area will not benefit from the infrastructure improvements.
