Request for approval to decree that the Harris County Flood Control District project serves a public purpose and public necessity, which requires that the Harris County Real Property Division be directed to acquire one fee simple tract and one easement for the public project known as T.C. Jester Stormwater Detention Basin, for the purpose of stormwater detention, authorizing eminent domain if necessary (Cypress Creek Watershed, Bond ID Z-02, Project ID K500-23-00-E005, CDBG-MIT, Precinct 3).

Background and Discussion:
The Flood Control District is proposing to construct a stormwater detention basin located South of Cypresswood Drive and West of TC Jester Blvd in Harris County Precinct 3. The objective of the project is to provide approximately 210 acre-feet of stormwater storage capacity at the confluence of Cypress Creek and Spring Gully (HCFCD Unit K131-00-00). This is a request to approve right-of-way acquisitions. These properties are located within the detention basin site limits located south of Cypresswood Drive and West of TC Jester Boulevard. (Tracts K100-00-00-15-039.0 and K100-00-00-15-040.0)
Expected Impact:
Completion of the project construction will provide additional storage capacity to reduce the 10,100- and 500-year water surface elevations upstream of the basin along Spring Gully and Cypress Creek.
Alternative Options:
If this request is not approved, it will delay the construction project and area residents and businesses would continue to be affected by flooding.
