Background and Discussion:

This agreement will allow  the Flood Control District to construct and implement the project on behalf of Harris County Engineering Department to reduce street flooding and improve subdivision drainage within the CDBG DR/MIT program following GLO and 2 CFR 200 Compliance for Kolbe Rd Drainage Improvements. The agreement will also assign the project engineering services vendor, KCI Technologies, Inc from the Harris County Engineering Department to the Flood Control District.  This project includes drainage improvements consisting of updating existing roadside ditches with new grate inlets and circular pipes, along South Kolbe Road, South Kolbe Circle, Village Circle, Scott Circle, and Laura Circle within The Village at Cypress subdivision and bringing roads into compliance with county standards and out falling to HCFCD Channel E133-01-00. The scope also includes improvements to the existing detention basin located along E133-01-00 at Huffmeister Road.

Expected Impact:

This agreement will allow the Flood Control District to design, construct, and implement this project under the CDBG program through the TX GLO Office. This will help meet programmatic spending and progress milestones.

Alternative Options:

The alternative to approving this item would be that Harris County Engineering Department would continue to manage the Kolbe Rd Drainage Improvement project, which would result in potentially needing to secure alternative funding for the remaining activities.
