Request Summary (Agenda Caption):
title
Request by the Office of Management and Budget for approval of an addendum to the subrecipient agreement with Texas Department of Emergency Management for Harris County and Harris County Flood Control District for the 2024 Severe Storms/Derecho incident and Hurricane Beryl.
end
Background and Discussion:
On October 9, 2024, Governor Abbott authorized the Texas Division of Emergency Management (TDEM) to utilize the Texas Commission on Environmental Quality (TCEQ) Solid Waste Fund to expedite financial support for local jurisdictions’ debris activities in the aftermath of the 2024 Severe Storms/Derecho Incident (DR-4781) and Hurricane Beryl (DR-4798). This initiative is designed to accelerate recovery efforts and improve cash flow for local communities as they await FEMA's obligation of Public Assistance (PA) debris project funding. The TCEQ Solid Waste Fund will also cover the required 25% non-federal cost share for eligible debris-related operations, easing the financial burden on jurisdictions and minimizing the risk of economic strain as recovery efforts continue.
An addendum to the terms and conditions of the subrecipient agreement is attached, and upon approval, Risk Management will sign and submit to TDEM for Harris County and Harris County Flood Control District. Risk Management will work with the County’s disaster recovery consultant and County departments to obtain all necessary supporting documentation and submit to FEMA and TDEM.
Expected Impact:
Acceptance of the addendum will accelerate reimbursement for eligible debris-related operations while awaiting FEMA obligation and provide the required 25% non-federal cost share.
Alternative Options:
The County could choose not to accept the addendum and let the General Fund, PIC Fund, and Flood Control
District Fund absorb the required 25% non-federal cost share.
