Background and Discussion:
Caldwell (developer) donated a 30’ drainage easement to MUD 500. According to an agreement <https://app.e-builder.net/da2/Documents/FileView.aspx?FileID=83b87870-3f7f-44d0-982a-4fefa623ec1a> between the developer, MUD, and HC, the County will first construct Mound Rd, including a temporary plastic outfall, while TxDOT finalizes their design for US 290 at Greenhouse project. TxDOT requested to replace the plastic pipe and install an RCP to meet Greenhouse and Mound Rd drainage requirements and take ownership of the easement and maintenance responsibilities.

Expected Impact:
It is of mutual benefit to both Parties (Office of the County Engineer and Harris County Municipal Utility District No. 500) to follow TxDOT’s standard construction requirements for improvements to drainage facilities in and around the extension of Mound Road
Alternative Options:
Alternative option includes for MUD 500 to choosing not to provide the fund for the cost increase for the upgrade to RCP for the project.
