Background and Discussion:
In alignment with audit recommendations and best practices, the Flood Control District issued a Request for Statement of Qualifications (RFSQ) for a Pre-Qualified Registry Related to Professional Engineering Services for Maintenance Purposes in Support of the Flood Control District.
This transmittal presents the recommended pool of vendors, selected through a comprehensive, qualification-based evaluation process. The Flood Control District requests approval of the selected firms based on their highest overall evaluations for the pre-qualified Earthwork Repairs, Structural Repairs, Natural Channel/Ecological Modifications, and Mechanical/Electrical Repairs Registry. The Flood Control District also requests approval to initiate negotiations with the highest‑ranked vendors scoring 50 points or above across the four evaluative categories for the Flood Control District maintenance project assignments to define scopes of work related to and for the maintenance matters program. Upon completion of negotiations, the Flood Control District will seek court approval to execute the agreement.
Expected Impact:
Provide pre-qualified Earthwork Repairs, Structural Repairs, Natural Channel/Ecological Modifications, and Mechanical/Electrical Repairs registry. This approach enables the Flood Control District to streamline procurement efforts while ensuring access to a pool of vetted, capable vendors for upcoming projects. Approval for authorization to negotiate with firms to provide design and engineering support services related to the maintenance matter program. The future agreements will facilitate expedited engineering and support services for maintenance projects.
Alternative Options:
The alternative would be to individually advertise an RFQ for each project scope, which would increase the resources involved in procurement processes and extend significantly the timelines for design and construction of projects.
