title

Request by the County Judge for approval to accept an amendment to an agreement with the U.S. Department of Homeland Security/Office of the Governor Homeland Security Grants Division to extend the grant end date to June 30, 2027, for the FY25 HC - Accessible Hazards Alert System (AHAS) Sustainment Project.

Background and Discussion:

This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications.

This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. The County has received funding from this grant program since 2002.

Expected Impact:

If accepted, the County will utilize $175,000.00 of Urban Area Security Initiative funds for the HC - Accessible Hazards Alert System (AHAS) Sustainment award, which will impact the County's ability to provide technology tailored to effectively translate, produce, and disseminate ASL emergency public information alerts to individuals who are deaf, hard-of-hearing, blind, and deaf/blind on terrorism and terroristic threats.

Alternative Options:

Without this funding, the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
