Background and Discussion:

The is 675 acres generally bound by Clay Road to the south, State Highway 6 to the west, Addick’s Satsuma Road to the north, and the Addick’s Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flooding for the subdivision. Stage A includes limited work within the subdivision. Stage B completes the subdivision work and includes the channels in the Addick’s reservoir. This contract includes construction services for Stage A. Construction of these improvements to be performed by Environmental Allies, LLC, ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.

 

 

The change in contract includes the following:

 

Quantity Adjustment: The line items are adjusted to reconcile overrun, underrun quantities and adding new line items on the project for completion of the proposed scope of work.

 

                     The increase of quantities on overrun line item numbers 004, 014, 016, 018, 020, 021, 022, 024, 025, 026, 028, 030, 031, 040, 048, 050, 051, 072, 074, and 082 for an addition in the amount of $304,587.36.

                     The decrease of quantities on underrun line item numbers 003, 005, 006, 007, 008, 009, 010,011, 012, 013, 015, 017, 019, 023, 029, 032, 033, 034, 036, 038, 039, 042, 043, 046, 047, 052, 053, 054, 055, 058, 059, 061, 063, 064, 065, 067, 069, 070, 071, 075, 076, 077, 079, 080, 081, 082, 084 and 087 for a deduction in the amount of $571,622.38.

 

New Line Items:

 

                     Added new line-item number 090 Cement Stabilized Subgrade (6-inch depth) for an additional cost in the amount of $29,094.00.

                     Added new line-item number 091 Cement Stabilized Subgrade (5 percent by dry weight) for an additional cost in the amount of $13,718.43.

                     Added 35 calendar day’s - Time Extension (RFI 45) to the project time to match the existing pavement elevations to complete the scope of work.

 

The above additions and deductions result in a net reduction in the amount of $224,222.59 and 35 calendar days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Bear Creek Village subdivision.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
