Background and Discussion:
As FY25 awardees under the HSIP, the West Road and Homestead Road sidewalk projects advance federal safety priorities aimed at reducing pedestrian fatalities and serious injuries, while also supporting Harris County’s goal to provide safe, reliable, equitably distributed, and well-maintained infrastructure.
The West Road project improves pedestrian connectivity along a commercial and school-serving corridor by constructing six-foot sidewalks, ADA-compliant curb ramps, and drainage enhancements between Veterans Memorial Drive and I-45. The Homestead Road project enhances safety for surrounding neighborhoods, businesses, and an elementary school by installing new sidewalks, upgrading curb ramps, reconstructing driveways, and improving drainage from I-69 to Mary Francis Drive.
Expected Impact:
These HSIP-funded sidewalk improvements will strengthen Harris County’s transportation network by enhancing pedestrian safety and multimodal accessibility along two corridors with high residential, school, and commercial activity. The West Road and Homestead Road projects will install continuous sidewalks, ADA-compliant ramps, driveway upgrades, and drainage improvements. These measures will reduce pedestrian-vehicle conflict points and provide safer routes for students, commuters, and residents.
Alternative Options:
If no action is taken, the County would forfeit federal grant funds for safety improvements, resulting in continued gaps in pedestrian infrastructure, ongoing drainage deficiencies, and elevated crash risk along both corridors, or the improvements must be constructed using local funds.
