Background and Discussion: On Dec. 10th, 2024 Commissioners Court approved authorization to initiate the design and construction of the Active shooter Facility.  Currently the agency is sending our entire Patrol Bureau through Advanced Law Enforcement Rapid Response (ALERRT) training. This training is being conducted offsite. Active Shooter training consists of reality-based training (scenarios).

The Harris County Sheriff’s Office is committed to further educating our personnel to better serve the citizens of Harris County.

Expected Impact: Advertisement of the CMAR will allow the County to have a General Contractor under contract to work with the County during the design phases to help manage the budget, schedule, and to help procure long-lead items that will be needed for the new Active Shooter facility to meet the demands of the future.

Alternative Options: The alternative would be to not use a CMAR that would aid the county with long-lead items, constructability reviews, value engineering and cost estimating services. This would likely lengthen the completion schedule.
