Transmittal by the Flood Control District of a preliminary engineering report by Isani Consultants, L.P. dated February 27, 2026, and titled Plum Creek Channel Improvements (Sims Bayou Watershed, Bond ID CI-029, Project ID C102-00-00-X001, Precinct 2).

Background and Discussion:

The existing channel consists of a concrete bottom with concrete and sheet pile low flow retaining walls. The slopes above the low flow retaining walls are earthen at various grades. The channel is in poor condition and with significant structural failures along multiple segments. The Flood Control District seeks to design and construct necessary upgrades to the channel. The objective of the project is to reconstruct the concrete lined channel within a project limit to provide a greater channel stability in accordance with Flood Control District criteria, while ensuring the proposed modifications do not create adverse impacts. The Preliminary Engineering Report has evaluated four alternatives (1,2,3 and 4) for channel improvements, performed H&H analysis on each of these alternatives and made cost-effective recommendations. Alternative 3 is the recommended design alternative for channel improvements, featuring an open-channel configuration

Expected Impact:

The Plum Creek Channel Improvements is a rehabilitation project designed to enhance the channel’s overall conveyance capacity. Proposed improvements extend alongside the full length of the project, providing greater channel stability throughout the project limits.

Alternative Options:

The alternative should the PER not be approved is the Flood Control District will not be able to proceed with design and construction of the project and flood risk will remain the same.
