Request Summary (Agenda Caption):
title
Request for approval of three (3) positions effective December 14, 2024 to support Interlocal Agreement (ILA) compliance work for the Inclusive Procurement division.
end
Background and Discussion:
Commissioners Court approved ILAs between the Department of Economic Equity & Opportunity (DEEO) and Harris Health, Flood Control (HCFCD), and Harris County Toll Road Authority (HCTRA) on March 26, September 19, and October 8, 2024, respectively, for prevailing wage compliance services.
The ILAs are for FY2025; the period of performance is October 1, 2024, to September 30, 2025. The amount and terms have been mutually agreed upon and reflect labor costs for positions and other project costs. The amount will be reviewed annually for consideration of additional projects and updated accordingly.
Expected Impact:
The DEEO will use the revenue collected from these ILA agreements to cover labor costs, up to $415,745, necessary to complete construction contract compliance and worker protection on Harris Health, HCFCD, and HCTRA projects in accordance with Texas Government Code Chapter 2258.
There is no request for additional funds and no fiscal impact to DEEO’s budget, these positions are 100% covered by the ILA agreements.
Alternative Options:
Failure to approve the new positions will impact the DEEO’s ability to monitor projects for Harris Health, HCFCD, and HCTRA and may result in project delays.
Alignment with Goal(s):
