Background and Discussion:

In May 2004, with a subsequent approval in 2023, the Commissioners Court approved an amendment to the order prohibiting the operation of motor vehicles on a county toll facility after failure to pay required tolls or charges, imposing fees; and adopting administrative adjudication procedures for violation prohibition. As part of this adjudication process, the Harris County Toll Road Authority maintains an escrow account with the Texas Department of Motor Vehicles to support scofflaw services, including the placement and release of vehicle registration holds.

Request for approval of an Interlocal Agreement (ILA) with the Texas Department of Motor Vehicles for scofflaw services for the Harris County Toll Road Authority, effective March 1, 2026 through February 28, 2031, at a base annual cost of $6,000.

Expected Impact:

Maintaining an agreement will ensure continuity of scofflaw services and uninterrupted coordination with the Texas Department of Motor Vehicles for vehicle registration holds and releases.

Alternative Options:

No other recommended solution for this identified need.
