Background and Discussion:
The purpose of the PROTECT Grant is to plan for and strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through formula and competitive discretionary grants. The Countywide Stormwater Drainage Master Plan aims to assess the status of drainage infrastructure capacity deficiencies in unincorporated areas of the county. By integrating existing data and conducting flood modeling, the plan identifies vulnerable areas prone to various flood hazards and will conduct preliminary design.
This funding will support Phase 2 tasks of the ongoing Harris County Road Drainage Master Plan. This study evaluates the level of service of drainage networks and identifies infrastructure improvements to mitigate flood risks. Stakeholder engagement and public involvement activities ensure community input and support. The plan will ultimately create a deconflicted and prioritized stormwater drainage project list by precinct for short-, medium- and long-term implementation schedules. The grant funds will be provided on a reimbursement basis upon the approval of reimbursement requests by the USDOT.
The project performance period for this award is August 21, 2026 - December 11, 2030.
Expected Impact:
Acceptance of this grant will provide Harris County with $9,635,733.46 in federal grant funding without local match funds, minimizing fiscal impact. The Countywide Stormwater Drainage Master Plan will evaluate drainage infrastructure at a systemwide level and develop a prioritized list of projects to improve roadway safety and reduce flood risk. This effort will support more informed capital planning and design, enhance operational efficiency, and strengthen the County’s ability to respond to future extreme weather events.
Alternative Options:
To not accept the awarded funding from the USDOT for the PROTECT grant, the project may have to be implemented using full local funding.
