Background and Discussion:
Project K500-23-00-E004 includes the clearing and excavation of Detention Basins 1A and 2. Basin 1A is located south of Cypresswood Drive, east of T.C. Jester Boulevard, and north of Cypress Creek. Basin 2 is located south of Basin 1A, on the south side of Cypress Creek, adjacent to Northgate Golf Course.
The project area contains wetlands, environmentally sensitive areas, adjacent utility and pipeline easements, and bike trails. No work shall be performed within the easements except at locations where Letters of No Objection (LONOs) have been obtained for haul road crossings.
The project encompasses approximately 24 acres and includes the removal of approximately 354,926 cubic yards of excavation, as well as 4,305 square yards of Grade 2 Riprap and Granular Fill.
Expected Impact:
The proposed T.C. Jester Detention Basins will provide approximately 210 acre-feet of detention storage, delivering flood mitigation and flood damage reduction benefits to residents throughout Harris County.
Alternative Options:
If no actions are taken, the project would fail to meet the purpose and needs of mitigating flood risk, and the residents living in the area would continue to be affected by area flooding.
