Background and Discussion:

Harris County operates and maintains underground (UST) and aboveground (AST) petroleum storage tank (PST) systems associated with fueling facilities and emergency generators.  The petroleum storage tank systems must comply with federal, state, and local regulations.  Harris County registers all underground petroleum storage tanks, as well as all applicable aboveground petroleum storage tanks, with the Texas Commission on Environmental Quality (TCEQ) in accordance with Title 30, Texas Administrative Code, Part 1. Chapter 334.  Many of the County's registered, petroleum storage tank systems have deteriorating equipment requiring extensive maintenance, are problematic due to site conditions, or are temporarily out of service awaiting permanent regulatory closure. The Investment Estimate will provide preliminary budgets to improve or permanently close them.

Expected Impact:

The Investment Estimate will provide Harris County Precincts and Departments with a valuable tool for long-range planning and budgetary purposes, for improving and closing deteriorating and problematic petroleum storage tank systems associated with County fueling facilities and decommissioned emergency generator systems.

Alternative Options:

If no action is taken, Harris County Precincts and Departments will not have a valuable tool of an updated estimate of engineering and construction costs for improvements to and closures of deteriorating or problematic underground and aboveground petroleum storage tank systems associated with County fueling facilities and decommissioned emergency generator systems.  An investment estimate for long-range planning and budgeting purposes will not be available.
