Background and Discussion:
Barrett Station (Phase 1 - Dreamland Place) Subdivision Drainage Improvements project is in the Northeast area of Harris County, east of FM 2100 and north of FM 1942. The scope of this project includes regrading roadside ditches, replace undersized driveway culverts, removal and replacement of driveways, road replacement in certain sections and construction of a dry bottom detention basin with pump station on the northeast corner of the subdivision, south of East Broussard.
The Change in contract request includes the following:
• PCO 1: Adding 15 days to contract time due to an increase in the addition of 16 driveways to be constructed due to field conditions that were not initially shown on the design plans.
• PCO 2: Adding 30 days to contract time due to field conditions where the Municipal Utility District need to redesign the existing sewer service lead, manholes, sewer service lines and water lines that were not initially shown to be a conflict as per the design plans.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Engineering support during the construction of the improvements is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Barrett Station (Phase 1 - Dreamland Place) Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 2601 Fund for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future.
Alternative Options:
The County could elect to approve the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
Alignment with Goal(s):
_ Justice and Safety
_ Economic Opportunity
_ Housing
_ Public Health
X Transportation
X Flooding
_ Environment
