Background and Discussion:

The Countywide Water Wastewater Study, funded by Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, aided Harris County in identifying areas for providing water and/or wastewater services. The objectives of Phase 1 of the Water and Wastewater Study provided sufficient data for recommending projects to the Office of the County Engineer (OCE) for further analysis in Phase 2 and provide a viable Geographic Information System (GIS) database.  In 2023, OCE completed Phase 1 of the Water and Wastewater Study assessing the needs in Harris County Housing and Community Development’s Target Areas. Through this effort, the consultant team collected data to assess existing conditions and identified a list of areas where water and/or wastewater systems could be provided. These areas were ranked in terms of criticality and feasibility. Phase 2 of the study was completed in 2024 and focused on developing a phasing plan to implement improvements, identifying potential funding sources, performing a 30% concept design, and providing cost estimates.

 

 

Expected Impact:

The study developed recommendations for improvements that could potentially provide public water and/or wastewater service to over 9,000 utility connections, removing an estimated 30,000 Harris County residents from individual well and septic systems.

 

 

 

 

Alternative Options:

Without the approval of this study, an estimated 30,000 Harris County residents will continue to rely on individual well and septic systems.
