Background and Discussion:

It is recommended that the Flood Control District is authorized to submit a full grant application through a FEMA Cooperating Technical Partners (CTP) Grant seeking funding for the design phase required to support the development of a Flood Risk Area Visualization Tool.

The Flood Control District wishes to create a tool that will help visualize areas at risk of flooding in a way that considers an area’s flood hazards, history of flooding, population density, the vulnerability of the population to flooding, and to build in the ability to consider estimates of future flood hazards.

Lower income population is more impacted by flooding due to lack of financial resources to recover from a disaster, therefore Social Vulnerability Index will be used as a factor when evaluating how at-risk of flooding an area is.  To prepare to consider future flood hazards, the Flood Control District wishes to develop the capability to consider Climate Informed Science Approach (CISA) floodplains when the data is made available to facilitate climate-resilience planning.  CISA floodplains are currently unavailable for our area, so the tool will be capable of evaluating an area with or without this dataset.

The Flood Control District will develop a tool to evaluate Harris County in 0.25 square miles grids based on a weighted score considering historical flooding, SVI, population, and existing floodplains.  The tool will be capable of incorporating CISA floodplains if and when they become available.

The anticipated federal share for the project is $49,900 with no local match.

Expected Impact:

The tool will provide decision makers and planners with a valuable tool to identify risk areas in a way that considers not just the hazard, but the people it’s likely to affect and how it’s likely to affect them.

Alternative Options:

The alternative would be to do the project with local money.
