Background and Discussion:

The County released an RFP in 2020 to solicit applications from service providers, organizations, and researchers to implement a three-year program to make significant impact in early childhood within the County.

The Alliance received funding to support home-based child care providers through The Alliance Home-Based Child Care program. The program is intended to expand the number of child care slots in Harris County by helping small, unlicensed providers complete state regulatory processes and implement best practices in relation to both business and child development.

After 29 months of program implementation, Harris County is electing to terminate the remainder of the contract with The Alliance, due to notification from the organization that it will cease all operations on June 14, 2024.

Expected Impact:

Harris County will relieve itself of the program services and recoup the remaining funds left unspent by the organization.

Alternative Options:

Harris County keeps the contract with an organization that is no longer active.
