Background and Discussion:

On April 23, 2024 Commissioners Court, a Standard Operating Procedure for Budget Proposals was approved unanimously by Court.  These procedures included possible mandatory budget offsets that were approved to be set at 5% of the current target.  Per the current approved policy, Commissioners Court directs OMB to automatically reduce the non-compliant departments budget by the defined reduction percentage (5%). Constable Precinct 6, HCSO Civil Service, Probate Court 5, and the District Attorney’s Office did not submit any budget offsets.  County Clerk’s Office and Universal Services submitted offsets in good faith but less than the required 5%.  OMB will work with the CAO on ensuring these offsets comply with all state laws.

Expected Impact:

OMB will reduce the overall budget per the policy unless directed otherwise by Court in the following amounts:

•                     Constable Precinct 6                                          $625,667

•                     HCSO Civil Service                                          $17,542

•                     Probate Court 5                                          $86,091

•                     District Attorney’s Office                      $6,012,004

•                     Universal Services                                          $444,711 (shortage)

•                     County Clerk’s Office                                          $50,000 (shortage)
