Background and Discussion:

Request for approval of an interlocal agreement with Houston Wilderness to plant and maintain trees, bioswales, and re-establish wetlands on various Harris County Flood Control District properties.  This new agreement will promote the planting of trees and vegetation that will reforest select areas and reduce the mowing acreage on District maintained right-of-way.

Expected Impact:

If approved, this blanket agreement will effectively reduce mowing acreage on Flood Control District maintained channels by replacing grass and turf with trees and other vegetation. The planted trees and vegetation will require limited to no mowing activities and will lower the yearly mowing maintenance cost incurred by the Flood Control District.  This blanket agreement will apply to all future planting requests from Houston Wilderness to the District.

Alternative Options:

Alternatively, the Flood Control District can continue to mow its right-of-way at a higher cost when compared to right-of-way planted with the trees and other vegetation Houston Wilderness has proposed.
