Background and Discussion:

As prescribed in the Fixing America’s Surface Transportation (FAST) Act, the Metropolitan Transit Authority of Harris County, Texas (METRO) was named the designated recipient for Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program for the Houston Urbanized Area. METRO has consequently apportioned and notified the FTA that Harris County as an existing FTA direct recipient of 5310 funds, will be responsible for accepting and obligating directly to the FTA the allocated funds for the Section 5310 program. The above funds are allocated to Harris County to provide continuation of mobility management, purchase of service and operating costs for non-emergency transportation serving the elderly and disabled community. The FTA allocation for FY 2023 is a total of $710,225 federal dollars and using $142,045 Transportation Development Credits (TDCs) as match.

Expected Impact:

$710,225 in 5310 funds that are for Transit contractor purchase of service, staff salaries and other operating costs within the service areas. Once Harris County obligates these funds, they are available until totally expended.

Alternative Options:

County General funds will be needed in lieu of 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program funds for purchase of service, staff salaries and other operating costs.
