Background and Discussion:

The Harris County Flood Control District anticipates receiving approximately 30 Community Development Block Grant Mitigation (CDBG-MIT) and Disaster Recovery Grants (CDBG-DR) as a result of Hurricane Harvey. The Flood Control District requires construction materials engineering and testing services in support of these CDBG projects.  This Request for Qualifications is for Construction Materials Engineering and Testing Services to assist the Flood Control District in providing quality assurance and control during the construction phase of these projects.  Fourteen Firms are selected to proceed with secondary selection via the RFQ process.

Expected Impact:

Selected Firms will provide construction materials engineering and testing to provide quality assurance for the identified projects resulting in quality and long-lived flood risk reduction projects for the residents of Harris County.

 Alternative Options:

The only alternative to this RFQ would be to utilize local selection for CMT firms, but that would result in the costs for CMT not being reimbursable under the CDBG grant.
