title

Request by the Department of Economic Equity and Opportunity that the County Judge execute a data use agreement with the University of Houston (UH) to share data to complete the evaluation for Early REACH, Harris County’s contracted child care slots pilot program.

end

Background and Discussion:

On January 31, 2023, Commissioners Court approved a contract with BakerRipley to implement Early REACH, Harris County’s contracted child care slots pilot program. On April 23, 2024 Commissioners Court approved an interlocal agreement with UH to evaluate the economic and social impacts of the program. This request for Court action pertains to the Data Sharing Agreement necessary to carry out the evaluation.

The Data Use Agreement details the specific types of data that will be shared and analyzed to evaluate Early REACH. The agreement also includes considerations related to data governance, storage, and privacy.

Expected Impact:

The Data Use Agreement enables the evaluation of Early REACH and ensures that measures are taken to limit risk related to data sharing involved with the evaluation.

Alternative Options:

Commissioners Court may choose to forgo a data use agreement, which would significantly inhibit the County’s ability to evaluate the economic and social impacts of Early REACH.
