title
Request by the Office of the County Engineer for approval to accept from the U.S. Department of Housing and Urban Development grant funds in the amount of $850,000, with no required match, for the Phase 2 of the Lauder Road Basin Hike and Bike Trail Community Project Funding in Precinct 2.
end
Background and Discussion:
Phase 2 of the Lauder Road Basin Hike and Bike Trail Project will be located on the east side of the Harris County Flood Control District (HCFCD) channel from the 12600 block of Ladbroke Lane to 3115 Lauder Road in Houston. The grant project award of $850,000 is funded through the Consolidated Appropriations Act, 2024 (Public Law 118-42), where Congress made funding available for Community Project Funding (CPF). This CPF award is administered by U.S. Department of Housing and Urban Development (HUD).
The agreement accompanying this award acceptance supersedes the agreement presented to Commissioners Court on September 18, 2025 as that version was not signed by the U.S. Department of Housing and Urban Development (HUD). HUD requested that the agreement presented herewith be executed in place of the prior agreement.
Expected Impact:
Phase 2 of the Lauder Road Basin Hike and Bike Trail Project aims to increase opportunities for recreation, fitness, and green space access for residents while creating and expanding safe pedestrian and cyclist infrastructure. It will also promote green infrastructure and strengthen community connectedness.
Alternative Options:
If Harris County does not approve this FY 2024 HUD CPF grant for Phase 2 of the Lauder Road Basin Hike and Bike Trail, the total proposed project cost $850,000 would have to be funded locally.
